NOTICE OF BUILDING CLOSURE / PHASED RE-OPENING

EFFECTIVE Monday May 24, 2021

Effective Monday May 24, 2021 the Strafford County Courthouse will be phasing in reopening to the public. The building remains closed to the public, with the following exceptions:

  • Individuals who need to do business with Circuit and Superior Court clerk’s offices;
  • Individuals involved in court hearings permitted by the New Hampshire Supreme Court Order updated May 14, 2021;
  • Individuals with pre-approved business with County or State personnel; and
  • Individuals who need to conduct business with the Registry of Deeds.

For those entering the Courthouse, you are asked to conduct a self-assessment of COVID-19 risk factors to ensure the health and safety of yourself and personnel. Questions are posted at the entrance to the building. If you can answer yes to the questions, please do not enter the building.

Face Coverings are required throughout the building. If you do not have your own, please obtain one from the court security team at the entrance. Social distancing continues to be encouraged.

All essential State and County personnel will be allowed into the building to conduct business. Please be supportive and patient as we work together to fight this pandemic and keep our personnel safe. We thank you in advance for your support and cooperation.

Based on the potential devastating effects of the Coronavirus (Covid-19), we are taking all steps suggested by the Center for Disease Control (CDC) to deter the disease’s progress. Strafford County’s Team has been working diligently and the closure of the Courthouse was determined the best course of action to continue to protect staff from the likely spread of the Corona virus (Covid-19).

Meet The Team

Carrie Lover Conway.2015 

Carrie Lover Conway

Criminal Justice Programming Coordinator

Carrie began working for Strafford County in 2002.  She currently works as the Criminal Justice Programming Coordinator overseeing Drug Court, Mental  Health Court, Habitual Offender Academy, Transitional Housing, and supervising Community Corrections such as pre and post trial bail release programs.  Carrie  also oversees Grants for such programs as the Supervised Visitation Center and the Family Justice Center.  Carrie collaborates with the COAST Bus to assist in county transportation efforts. Carrie graduated from Plymouth State College with a Bachelors of Science  degree in Social Work in 1997 and The University of New England in 1999 where she obtained  her Masters Degree in Social Work.  Carrie is also a Certified Correctional Officer and Certified Public Manager.

Denise Morin

Denise Morin

Office Manager

Denise, also known as “Red”, has worked in many facets of the judicial system, starting with dispatching for the Rochester Police and Fire Departments and the Strafford County Sheriff’s Office.  Denise continued her career growth by becoming a Legal Assistant with the Strafford County Attorney’s office in the Domestic Violence division, and finally moving to the Community Corrections team in March of 2006.  She was promoted to Office Manager in June 2008.  Denise obtained her Associates Degree in Business Science from Hesser College and became a Certified Public Manager in June 2017.  She is currently working on her bachelor's degree in Business Management with a minor in IT.

Dawn started her career in 1999 with the Strafford County Sheriff’s Office as an Administrative Assistant for the Civil Process Dept.  Working with seven Deputies preparing their work assignments for the day such as Landlord Tenant actions, Family Court actions, Civil actions and much more.  After 20 years of service in the Sheriff's Dept, Dawn decided on a change so in May of 2019 she joined the Community Corrections team. Dawn loves to be the first face of the office to help all that walk through our doors.

Community Supervision Director & Employablility Director

Will Britton began his career with Strafford County in 2004 as a Correctional Officer for the Department of Corrections. He joined the staff at Community Corrections in 2008 and has received the Community Corrections Employee of the Year Award in 2008 and 2009.  Will is an honored veteran having served in the United States Air Force for five years.  Will currently supervises Employability program clients, and conducts assessments on any potential new clients for the community supervision programming.

Community Supervision Sr. Case Manager

Officer Forcier graduated from the NH Correctional Academy in 2005 and has been employed in Strafford County for  10 years.  He started his career  at the  Strafford  County Jail in 2004.  Jon joined  the Community Corrections team in 2011  as a Pretrial Case  Manager .  Jon also supervises Diversion and post trial clients.  In addition, he oversees the maintenance and training of the the VIVA-E drug testing machine for our office.

Community Supervision Case Manager

She started her career at the SCDOC in 2016. Was with the DOC for two years and then started a position as a Booking Officer for the jail. Felt a strong urge to continue to be part of a solution with those with substance abuse. Gladly accepted a position with Community Corrections in March 2021!

 Joshua Boswell

Community Supervision Case Manager

Joshua Boswell became a Certified Correctional Officer in 2014 and began working for the Strafford County Department of Corrections.  After three years of being a Correctional Officer he made the transition into the Jail’s Programs department where he assisted inmates in their transition back to the community. In 2019 he started at Community Corrections as a Case Manager.

Blair Rowlett

Director Community Supervision Mental Health

Blair Rowlett is the Director of the Mental Health Supervision Program in Strafford County. She graduated from the University of New Hampshire in 2005 with a Dual Bachelor’s Degree in Psychology and Justice Studies. She worked as a County Corrections Officer at the house of corrections from 2005 until 2007, and in December of 2006, she completed the County Corrections Academy and became a Certified Correctional Officer. In 2007, she began working at Community Corrections as a pre-trial case manager, supervising clients with mental health diagnoses. In 2011, she became the Director of the pre/post mental health supervision programs as well as the Strafford County Rochester Mental Health Court.

Community Supervision Mental Health Sr. Case Manager

Erin Guyotte received her Bachelors of Science degree with a major in Criminal Justice in 2006 from Granite State College.  In 2007, she started working at the New Hampshire Department of Corrections as a Correctional Counselor/Case Manager.  She worked at NHDOC as a Case Manager until 2004.  Her first four years were working at all four state prisons in a family support program for inmates and their families.  The last three years at NHDOC she worked at Exeter Probation/Parole assisting offenders in case management needs.  At the beginning of 2014 she started working at Strafford County DOC as a Mental Health Case Manager.  In March 2015 Erin joined the Community Corrections team as their Mental Health Case Manager.

Kyle Mitchell

Community Supervision Mental Health Case Manager

Kyle graduated from the University of New Hampshire in May of 2019 with a dual degree in Justice Studies and Psychology. During her time at UNH, Kyle was an intern at the State of NH Medical Examiner’s office. After graduation, Kyle worked as a community-based social worker in both Strafford and Hillsborough counties. Kyle is passionate about restorative justice and supporting clients to utilize local resources to help better their mental health. In February of 2021, Kyle joined Community Corrections as a case manager on the mental health supervision team.

Kyle Karpinski

Community Supervision Mental Health Case Manager

Kyle Karpinski moved to New Hampshire in April, 2019 to take a job with Strafford County Community Corrections as a Mental Health Case Manager. He worked previously as a Shift Coordinator at a therapeutic boys group for adolescent boys with trauma. He also worked with at risk youth as a life skills coach and is a certified Life Skills (LIST) Trainer with the Connecticut Department Children and Families. He interned with the Connecticut Judicial Branch as a Juvenile Probation Intern at the Rockville, CT Juvenile Courthouse from June, 2010 – June, 2011. Kyle graduated from Western Connecticut State University with a B.S. in Justice and Law Administration with a concentration in Corrections, Probation, Parole and Offender Rehabilitation.

Christopher Gowell

Drug Court Director

Chris Gowell, BS, CO is the Director for Strafford County's Drug Treatment Court.  He has also worked as a Re-Entry Specialist, a Case Manager for Mental Health supervision, and a Case Manager for the Strafford County Drug Treatment Court.  He graduated from Guilford College in Greensboro, NC with a  Bachelor of Science Degree in Criminal Justice.  He has previous experience with Strafford County's Mental Health Court program acting as the liaison between the Community Behavioral Health Center and the Mental Health Court.  He graduated as the Honor Gradudate for the 2012 NH Association of Counties 90th County Corrections Academy.  He has been working in the Mental Health and Criminal Justice fields for over ten years.

Jamie Preston

Drug Court Sr. Case Manager

 Jamie graduated from  Florida State University  with a dual Bachelor  of Science  Degree in Criminology and Criminal Justice.  She began career in specialty courts as the Adult Supervision Case Manager in Androscoggin County for Maine Pretrial Services.   In 2008, Jamie became a Case Manager for the Strafford County Drug Court.  in 2010, she was promoted to Senior Case Manager.  in 2012, she attended and graduated from the Corrections Academy and maintains her certification as a Corrections Officer.  Jamie is proud to be part of the Drug Court team in such a supportive and innovative county.

Emma Paciulli

Drug Court Case Manager

Emma received her Bachelors of Science degree in Criminal Justice with a minor in Psychology from Lasell College in 2016.  She joined the Community Corrections team as the receptionist upon graduation.  Emma interned at Partakers College Behind Bars in 2015 and 2016, organizing and learning about programs for the incarcerated.  She is interested in understanding more about rehabilitation and available resources in the Criminal Justice setting through more education and continued work in Strafford County.  Emma also functions as our TAC Operator for the State Police Online Telecommunications  System.

Transitional Housing Program Director

Heather worked as a case manager in the Women’s Transitional Housing Program. She obtained her Bachelor’s of Science Degree in Psychology from Granite State College in June of 2012. Prior to coming to the Strafford County Transitional Housing Program, she worked as a case manager at the Homeless Center for Strafford County. Heather’s professional experience also includes 11 years at Riverside Rest Home as a Licensed Nursing Assistant. Heather graduated from the 94th Corrections Academy.

Shawntel Clemmer

Transitional Housing Case Manager

Officer Shawntel Clemmer joined the Community Corrections Team from The Strafford County Department of Corrections. She has been with the County for six years. Officer Clemmer began her career with the county in 2015 as a Corrections Officer and is currently the Case Manager for the Women’s Transitional Housing Unit.  During those six years she has graduated from the 102nd County Corrections Academy, has been awarded both the Life Saving and Meritorious Service Awards.

Officer Clemmer holds an Associates degree in Criminal Justice and Psychology and is currently in the process of finishing her Bachelors in the same field.

Transitional Housing Case Manager

Alyssa is a Case Manager for Women’s Transitional Housing. She is currently working towards her Bachelors in Criminal Justice at Granite State College. She is Nationally Certified EMT and her background is in Social Services and Law Enforcement. She graduated from the 110th County Corrections Academy.

Transitional Housing Case Manager

 Moses began working at Strafford County in 2016 as a Corrections Officer at the Strafford County Department of Corrections. In 2018 he joined Community Corrections as a Case Manager for Men’s Transitional Housing. He is graduating with his Bachelor’s in Paralegal Studies in May, 2018 with a long term goal of obtaining a law degree. His previous work experience includes working in group homes as he has a passion for helping people.
