Leo was born and raised in Strafford County. He holds an Associates’ Degree in Business from the University of New Hampshire and a Bachelors’ Degree from Granite State College. 
In 1974, he was elected to the first of four terms to the New Hampshire House of Representatives, with two terms as Chairman of the Strafford County Delegation. From 1980 to 1986, Leo served in the State Senate and was his party’s candidate for the Senate Presidency. He has also held several local government roles, including Moderator, Planning Board Chairman, Budget Committee Member, and Selectman for the Town of Milton.
Leo served as the Strafford County Register of Deeds from 1991 to 2013. In 2012, he was elected to the Strafford County Commission, and serves as Clerk. The office of County Commissioner is responsible for the careful management of the County budget and administration of various departments and program, including Riverside Rest Home and the House of Corrections.
