The first video meeting in Strafford County history has been scheduled by Delegation Chairman Peter Schmidt. A meeting of the Executive Committee has been set for Friday, May 22, 2020 at 9:00 a.m. via Zoom (see above for call-in information).  Life in the Time of a Pandemic requires enhanced safety measures! Included and attached are the following documents: Meeting Notice and Agenda and Salary Line Item Transfers for 2020 and Motion, First Quarter Budget Report, Connections for Health/IDN Executive Committee Report, and Executive Committee Meeting Minutes of February 28, 2020 for your review.

At this time we will be asking you to approve borrowing $13,899,000 in anticipation of taxes to pay the County’s financial obligations for the second half of 2020; approve the minutes of the February 28, 2020 Executive Committee meeting; review and approve the First Quarter Budget Report; review and approve salary line item transfers for 2020 for union and non-union personnel; and any other business that may come before the Executive Committee at that time.

The first quarter budget is in line with projections. You will notice the very beginnings of COVID-19 related expenses hitting in the first quarter. We recognize that COVID-19 will have an expense and revenue impact on the 2020 budget. We are monitoring these impacts weekly and are very satisfied that we have systems in place to first and foremost—protect all those we serve against the COVID-19 virus. In addition, we are monitoring expenses and maximizing COVID reimbursements in every way possible. We know we are serving a high-risk population and our employees are a high exposure group.

We completed negotiations with all unions in the County: Sheriff’s Office, Riverside Rest Home, and the House of Corrections. We set aside funds for the settlement in the Proposed Budget that was approved on March 11, 2020. In addition to the above noted attachments, we have included motions for the transfers to move the budgeted raises to the appropriate salary lines.

We will be providing you with an update on the County’s policies and procedures that have been put in place with regard to protecting our residents, inmates and staff from the COVID-19 virus. We are taking all necessary precautions to prevent the virus from spreading anywhere on the County Complex; to date, we have no known cases. All procedures continue to remain in place and have been adhered to by our loyal and dedicated staff. We are very proud of all the front-line employees who are working diligently to protect our more frail and elderly residents at the rest home, the more susceptible population at the House of Corrections, any necessary transports being made by the Sheriff’s Office, and all those we come in contact with on a limited basis as the Courthouse. The Commissioners are very appreciative of the wonderful people we have working at the County!
